The crit dam and ias rolled well, 37AR is pretty nice, and it's good for either a barb or wiz, so I'm sure you'll get a good price for this. I think the level reduction is not going to add anything to the price. Let's say the belt would be worth 20 mil without it - nobody is gonna go spending 20 mil on an item for their lvl 46 toon, so it probably won't affect the cost.
